The forgotten story of Kargil’s first hero and a tireless fight for justice..


There are times when words simply flow.. Writing in such moments of extreme lucidity is sheer pleasure..This happened to me last evening. The news that triggered this was one of joy but tinged with a great deal of sadness – and lots of anger too.
This is the forgotten story of Kargil’s first hero and a tireless fight for justice. This is the sad tale of Captain Saurabh Kalia. Some of you may be too young to remember the name and it may fail to ring any bells at all. But the story of Capt. Kalia is a tragic story of a spineless government and an indifferent administration that has managed to keep a wound alive for more than 13 years.
That wound is of Dr Kalia and his family.
My first interaction with Dr Kalia was a truly moving and humbling experience, more than a year back. It was the consequence of a chain email that had found its way in my Inbox. That email left a deep impression on me. I tracked down Dr Kalia’s number and called him. What I heard that day angered me and made me ashamed in equal measure.
It angered me to see and realise the behaviour of a callous administration. It made me ashamed that most of us are silent spectators to the heartless indifference with which we treat most of our brave soldiers who die defending our borders..
The story of Capt Saurabh Kalia is brief but truly horrifying..
On May 15, Lt Kalia along with five jawans – Sepoys Arjun Ram, Bhanwar Lal Bagaria, Bhika Ram, Moola Ram and Naresh Singh – had gone for a routine patrol of the Bajrang Post in the Kaksar sector when their patrol was captured by the enemy.
They were in their captivity for over twenty-two days and subjected to unprecedented brutal torture..
…The postmortem revealed that the Pakistan army had indulged in the most heinous acts; of burning their bodies with cigarettes, piercing ear-drums with hot rods, puncturing eyes before removing them, breaking most of the teeth and bones, chopping off various limbs and private organs of these soldiers besides inflicting all sorts of physical and mental tortures before shooting them dead, as evidenced by the bullet wound to the temple” [link]
Numerous letters by Capt Kalia’s father and others failed to move the government to pursue the matter in international fora and declare this horrific and brutal treatment of these men as a war crime. In disgust, Dr N K Kalia was forced to say: “I am ashamed of being an Indian. The country has spineless leaders”
Subsequent to my brief call with Dr Kalia, I received a deeply moving reply from him.
His truly heroic and lonely battle inspired me to seek ways in which I could help. That is how I came  in touch with another remarkable soul – the indefatigable Jas Uppal. Jas is better known as the tireless spirit behind the campaign to free Sarabjit Singh and numerous other Indians illegally detained in Pakistan. She has been single-handedly fighting for the cause of Dr Kalia – and numerous others without any assistance from anyone (nor funding). Hers and Dr Kalia’s has been a long and almost thankless fight.
Until yesterday – when the Supreme Court finally admitted a plea by Dr Kalia seeking the Court’s intervention in the matter so that the Union Government takes up his son’s case at the International Court of Justice.
This man who served the country so honourably as a scientist – and whose pain only a parent who has lost a child in the prime of youth can begin to understand – has been reduced to making applications and requesting “help” from the government for his rights and justice. Hopefully this is a turning point in Dr Kalia’s fight for justice.
I would like to end this piece with excerpts from Dr Kalia’s email, which is deeply touching & truly inspiring. I wish it is read and shared by a large number of people, especially youngsters – who may not be aware of the sad history of this case (I have his permission to share this publicly).
“Dear Shantanu Ji, Heartiest aashirvaad. Many grateful thanks for your phone-call & mail.
I often state that losing one Saurabh, though physically only, we got thousands Saurabhs all over the globe. They never let us feel alone even for a moment. The love, respect, honour showered on us by in-numerable persons in last over twelve years is overwhelming. You too are our Saurabh. Over 1.55 lac emails and more than 42,000 hand written letters apart from countless persons visiting or calling from India or abroad vouch for that. Certainly, we would have to take more births to repay all that.
Our sufferings and pains can never exceed to what brutal torture those six valiant sons of Mother India faced for over 3 weeks with Pak army. We get infinite inspiration and strength when we think so. In fact, Saurabh & his men made every Indian proud.
Sacrificing for the Nation is not a new phenomenon. Over thousands of years, to safeguard our motherland & culture, honour of our mothers, sisters & daughters, sacrifices have been made. If we all hesitate to send our sons in army, who would defend theirs honour.
But what happened to these valiant soldiers is totally unacceptable. Personally, I feel it is not the question of Saurabh or his men but the dignity of our all men in armed forces, rather a National issue and this mine crusade would continue till I am alive. It is more shameful and frustrating when men in power promising me to take up this issue with Pak and also at international forums. Unfortunately, these were tall promises. Regretfully, I am fighting the callousness of our own system.
…I am afraid I would achieve anything but this humble endeavour would at least stir the conscience of common Indian and sensitize them. Sadly our Netas are more Internationalists than Nationalists. We have lost the very sense of National Pride, so common in several other Nations.

Rs 386 crores, 5 people and some “special” security


Back in 1985, on the recommendations of an obscure committee, the government set up a “special” group – whose sole task was to protect the Prime Minister. This was done in the aftermath of Smt. Indira Gandhi’s assassination which had revealed security lapses that authorities felt could only be fixed by a “special” security group. This was the beginning of SPG – the “Special Protection Group”.
Like all good “ideas” from the government, the SPG too started expanding. Initially limited to protecting the Prime Minister, its mandate was extended to former Prime Ministers (for a period of five years from the date on which the former Prime Minister ceased to hold office) after the assassination of Rajiv Gandhi. Somewhere along the line, this five years period became ten years.
In 2002, an amendment in SPG act was introduced to reduce the duration of protection accorded to former PMs to one year, with the proviso that this period could be extended based on the level of the threat. “However, an exception was made in the case of Congress president Sonia Gandhi and her family, who are being given SPG protection continuously of the scale of the Prime Minister”.  
This is the act that gives “special” security to five people at present – the current Prime Minister, former PM (Sh. Vajpayee), Smt. Sonia Gandhi, Sh. Rahul Gandhi and Smt. Priyanka Vadra. This “special” protection does not come cheap. It costs more than Rs 1 crore each day.
Not that it was always so. More than five years back, when UPA-I came to power, the total expense was almost a fourth of this amount (Rs 97 crores). It was even lower before that, back in 1999, when the NDA came to power. At the time, this elite unit was responsible for the security of nine people (the then PM, five former PMs and Smt. Sonia Gandhi & her family). Its annual expenditure then was around Rs 75crores (by the way, none of the children of any former PMs or current PM enjoy SPG cover save one exception).
What explains the steep rise from Rs 97 crores in 2004-2005 to Rs 386 cores in 2010-2011? It surely cannot be the addition of just one person (present PM). Nor do I think inflation can be an excuse. Can it be the cost of ultra-modern equipments – including “special” helicopters for SPG protectees? Helicopters which reportedly cost Rs 110 crores each? or could it be the special counter-assault vehicles that cost Rs 51cr each?
And is it alright to feel somewhat uneasy that we pay Rs 1 crore every day just to provide “security” to these five people? Which, by the way, the vast majority of those who are reading this piece do not have?
Does a government which has repeatedly failed in its fundamental duties – of protecting life & property and delivering justice – have the moral right to spend such extraordinary amounts on the security of one family and two others?
But do you know what bothers me even more, far more, than the expenditure? It is the unstated, implicit assumption that Prime Ministers (current and former and in one case, their family members) are some “special” class of people who are incapable or being protected by our “normal” security forces. Ergo, we need a “Special Protection Group” for them.
Just why? I wonder. Do you?
P.S. By the way, being married to an “SPG” protectee has a little known additional advantage (beyond the usual ones of being able to sleep without worrying about burglars & such and being surrounded by “Top Gun” style commandos wherever you go). It exempts you from the “Pre-embarkation” security checks at all civil airports in the country!

India to induct robots in police force for human touch


New Delhi. After many experts and activists complained that the policemen in the country, especially in the National Capital Region, lacked sensitivity and compassion while dealing with anguished citizens, the government has decided to induct robots in the police force.
“The main problem is training of the personnel,” Delhi Police commissioner Neeraj Kumar conceded, “Police in our country is trained to deal with problems with an iron hand and employ a brute approach towards dissent, which has been the tradition since British Raj.”
Mr. Kumar disclosed that Delhi Police had tried all kinds of stuff from yoga during the Kiran Bedi days to Yo Yo Honey Singh during the modern times, but the policemen could neither develop empathy nor a modern outlook.

“It’s not easy to train adults and hope that they would shed their ingrained attitude,” the Delhi Police commissioner rued, “That’s why we thought to hire robots, who can be programmed and trained better than human beings.”
These “robocops” would be programmed in basic humane skills such as not to lathicharge people protesting against rape or to fire teargas shells at those who are already crying due to sufferings of others.
The technology driving these robocops will also enable these machines to interact in human voice, which will ensure that the cops don’t abuse back in filthy language if some protesters happen to do so.
“They will behave like civilized and highly composed human beings,” informed an official in the Ministry of Science & Technology, which is funding the “Robocop Project”.
The official refused to comment when Faking News asked if the robocop project would be offered to the same company that was earlier given the responsibility of manufacturing Aakash tablets, which were later rumored to have been manufactured in China.
“Our police force and government is already acting like China when dealing with protests, so why would we import Chinese robots? That doesn’t make any sense!” the official argued and rejected insinuations that the robocops won’t be produced indigenously.
The official further rejected rumors that the idea of having robocops was proposed by the former Science & Technology Minister Kapil Sibal, who wanted such robots to arrest people commenting against the government on Twitter and Facebook.
“I can assure you that the decision was taken only recently when we realized that a human touch needs to be given to our police force,” the official claimed.
When asked how could a robot give human touch, the official asked us to contact the Prime Minister’s Office for answers.
Theek hai?” the official inquired if our query was answered already.
